I've seen this problem a couple of times. Oddly enough, both times on '02 model Nighthawks.
Last year, my buddy bought an '02 and the headlight didn't work at all. After replacing the bulb, it still didn't work. He checked all of the wiring at the headlight and was stumped. It should have been working. That's when I remembered the cutoff switch at the starter. I had him open up the starter switch housing and sure enough, the plastic was crumbling where the headlight cutoff contact was. He fixed it up with some epoxy and all was well. About two months later, another friend contacted me with a similar problem on an '02. I sent him straight to the switch housing and it had the same problem. I'm wondering if Honda had a bad batch of those housings in '02. I'd recommend pulling the housing and having a look. It's pretty intuitive and you should be able to fix it up yourself.
