Take a block of wood and hold it against the caliper and strike sharply with a large hammer. Wheel turn freely now ? It it does, time to rebuild calipers. Apply brake firmly. Wheel stuck again ? Repeat till convinced. Doesn't change at all ? No matter what ? How about rusted / frozen locating bolts ?
