this carb business looks great two questions one is this compatable for a nh650 
sc 83 and what is a #4 in actual measurements ie european /english equivalent?

  If you're experiencing junk build up in the tank itself - there are
  very few things that are as simple as what I'm about to tell you to
  do.
  Pull the tank off.
  It looks harder than it is (at least on my bike) then gently
  remove your petcock (This is not a pet rooster! Hehe... there I go
  again with the petcock jokes :-)) and drain the tank until it is bone
  dry. At that point, you'll be able to shake the tank and hear any
  loose crap flying around inside. Get it out of there. Depending on the
  tanks condition - you might want to seal it. Avoid using a sealer that
  requires a thick coating - as this will particularly reduce your
  reserve. One my Dad used to sell was KwikPoly - worked extremely well.
  I believe they now call it Xtreme Poly or something to that effect.
  Same stuff - new owner.
  There are ways to clean out the fuel system (Carb cleaner
  or as many of us have suggested SeaFoam) but if there is junk in the
  tank itself - pulling and cleaning the tank is your best route. I also
  have an inline filter between my petcock and my carbs - a second line
  of defense if you will - Mine is clear and has a second benefit - you
  can verify you have fuel flowing.

  cleaning took care of that. I would suggest you do it yourself, it's

  1 note on cleaning your tank... spray carb cleaner will work well... also a
  brush might help (im thinking large test tube brush.... but i cant think of
  where to get one right now) to get some of the gunk out...

  When I cleaned my tank I filled it full of that B12 Chem Cleaner or whatever
  it was called, a few ball bearings, stopped it all up with rubber stoppers,
  then strapped it to the tailgate of my truck and drove like an #$#hole all
  over the bumpiest streets in Houston. I rinsed it out afterwards and used a
  blow drier to make sure I had it all evaporated and evacuated before sealing
  it.

  Aside from the obvious choice of a rejetting it there are other 2
  options both of which I use on my bike. The washer under the carb
  needle is a common mod that will richen the mixture from 1\4 throttle
  on up. I run this and while I believe it will somewhat shorten the
  life of the needle and possibly the jets it's a risk I'm willing to
  take. Much improved response throughout most of the bike's range and
  the flat spot at 4000rpm is gone once the bike warms up.
   
  The other is giving the carbs adjustable mixture needles.

  I can confirm that the needle profile is a direct match for the Keihin
  carbs my 82 CB450SC comes with. These are likely to fit just about
  any Keihin carb but as always buy at your own risk. Or you could keep
  the stock needles and get a right angle screw driver and simply put up
  with them being harder to adjust. This will richen the mixture
  throughout most of the range but the biggest difference will be below
  1\4 throttle which is where the bike is run 95% of the time anyway.
