It does have a kill switch hooked up to the clutch, that's something else to check. As long as the engine turns over by hand you can try shorting the starter to ground with a stout screwdriver. Mine will start if either the clutch in is or it's in neutral. The starter won't turn unless the clutch is depressed if I'm in gear. Your neutral safety switch is that big hump under the carburetors on the transmission. It's driven by a little cam on the shift drum and also works the 6th gear light. Definately use closed cell foam in case water gets in.
