You shouldn't need it for the headlight, but be careful that the LEDs are
bright enough for headlight duty. They may not be as focused if you don't
get the right ones.
The relay that needs replacing is only for turn signals. The "blinker
element" on older vehicles works by opening and closing the circuit based on
the draw of the current. LEDs don't draw as much so it effects the timing of
the relay and usually causes them to blink too fast, just like when one bulb
is burned out. Modern relays use digital timers and don't care about the
current.
