Aah, guessing...... sometimes you're wrong..........

The device modulates the high beam only, thus half current.  If low beam 
selected, no modulation is done, thus full current.  An ambient  light sensor 
needs to be added that causes it to modulate during high light ambient 
(daylight) but not during low light ambient (night).  In the daylight if you 
want it to modulate, use the high beams.  If not, use the low beams.   Mine 
will modulate high beam in the daylight outside, but not if in the garage.  
Pretty well thought out.

  ummmmm if i am correct this device switches between the low and high beam 
correct??? high beam draws more amps then low.... therefore if the device is a 
50% duty cycle and you normaly drive with low beams during daytime then your 
consumption would be GREATER then normal.... i still think it is a good safety 
add on, but i doubt that you will save any power....

        Does the pathblazer modulator reduce the current consumption of the

      Yes. The duty cycle is 50% so during daytime hi-beam would use half the
