Looks like someone's been up to some budget custom work. The rear inner fender's been chopped or removed altogether and the license plate bracket moved up under the cowl. Bungee rails have been removed. Ditto the round side reflectors on the forks, and the wheel rims and lower forks obviously painted.
I'd say a PO was going for a street fighter look...or maybe it was damaged and they decided not to restore it to stock.
