I agree with the attempt to clearing the vent.  Doesn't seem like it would be a 
substantial blockage. I can't see an obvious hole/vent on my '84 CB650SC.  
Pressurizing the tank might do it, but you would also have to put vacuum on the 
valve to open it.   ????????????????
Maybe submerging it in Seafoam would work.............

  +1 to cleaning the vent hole, i was going to sugest drilling a new one
