I have Nelson Riggs soft bags - not the best in the rain at speed - for my mainland bike. I found 2 gallon Ziplock bags work best. I basically pack a change of cloths for each day of the ride in a bag. Worked really well and kept everything dry. Also my netbook and iPad both fit great in them and were kept dry even when the saddlebags were soaked through.
My daily rider has a Givi box on the back. When it rains in Hawaii it really rains. I was stuck at a light for about a minute and a half and was soaked to the bone on Friday's ride home - netbook and iPad were safe and dry. This happens 3 to 4 times a year. Before the Givi box I was worried now I just keep going.
