+1 on likliehood of a stuck float. Number 2 carb is notorious for that, and that's the one he says is leaking.
Stefano, carb is probly not leaking. The tube you mention is an overflow device. That indicates the float valve, a little brass fitting inside the bowl of the carb is stuck closed, causing the overflow. A remedy is to hold the blade of a screwdriver in your hand and tap on the bowl vigorously with the butt end of the handle to dislodge it. It may take several attempts, but don't get too frisky (as in pounding on it).
