What?? The spouts right under the carbs that point to the ground are nothing more than drains for the bowls. There's a setscrew at the bottom of the bowl (just above the spout) that activates the drain... try tightening that screw.
Call me crazy, it just might work. that is.. if the fuel is indeed coming from the spout, and not from a nearby rubber hose - that's a different story. In this case I would agree, yes the float is clogged.
