Another thought that might help in the process of elimination: Get a coat hanger (the thin gauge kind, painted white) and cut it into handy lengths. Insert a piece of it into each mounting hole on the block until it bottoms out. Then mark it with a Sharpie.
Compare that depth with bolts in your collection to see which thread length comes closest to matching that depth. Push that bolt into its proper location on your cardboard map, building a location guide, bolt- by-bolt.
