I'm guessing the float needle is stuck open. That's provided it even has one.

hello all this question is not honda related but it does involve an engine on  
a lawn mower its a 6.75 briggs stratton engine when u start it it wont start 
unless u drain some fuel out of the bowl then it starts a runs fine but when u 
shut it off you have to drain the bowl each time to start it am i missing 
something herte  any help would be greatly appriciated tonight  thanks  gene
