You sand until there are no more scratches from the previous grit. Even with 
2000 grit it will be dull but once you take a buffer to it with rubbing 
compound it will start to get shiny. Then after the swirl remover it will look 
perfect. Then wax to prevent oxidization. Wax right away as old lacquer pain 
can oxidize within a day if left unsealed.

Did as you have suggested down to 2000 and not very good results. Somewhat 
better though. How long do I need to sand? The paint is original from 1992. How 
much effect does oxidization have?

This is not terrible. You'll probably need a courser grit like 800 or 1000 to 
wet sand out your swirl marks then followed by 1500 grit wet sand. Follow that 
with a rubbing compound then a polish then a wax and you should be in pretty 
reasonable shape.
