Ok I figured it out. My problem was a bad connection from the fuse box. I 
tested it with a volt meter and the probe made a good connection but when the 
fuse was put in it was too loose to connect. I tested it by using a jumper and 
that fixed everything. Now it's Jimmy rigged by just shoving it in and putting 
pressure on one side with a barrel connector in between fuses. It's not pretty 
but I am very relieved it's as least working now
