Amber -- Dunno if this will strictly translate to a 250 (my bike's a 750), 
but it's worth a try.

Farther in towards the wheel hub, between the speedo drive housing and the 
hub itself is a thin washer about the size of a half-dollar.  It's covered 
by a dust cover.  The washer has two (or maybe four)  tabs on its outer 
perimeter --  one set bent inward toward notches in the hub casting, the 
other outward toward notches in the nylon "gear" itself.  The  tabs must be 
 aligned on the axle and engage both sets of notches in order to drive the 
speedo gear.

If those tabs are worn or not properly seated to match the notches, 
that could be the cause of your issue.  Hope this helps.
