Not to be the wet blanket, but... Elio has been plagued with so many financial problems in the past, mostly over the fact that their prototypes couldn't even come close to what they were claiming to get (and/or didn't even exist, so investors bailed).
Add to that the fact that the market on the bottom end really isn't there for a startup auto company; they need decent margins and a solid niche to make their own in a hurry, and the cheap subcompact market isn't much more expensive (but doesn't exactly light sales fires). Being classed as a motorcycle will be a detriment in helmet law states, too. Elio's last iteration was a hybrid electric claiming 90mpg, about six years ago.
