Sean I almost take you, driving a '96 Toyota and a '97 Honda :P Talking about scooters, I've an Honda Vision 110 (probably not available in the US). 2.2l/100km (107 mpg), price was 2000€ (2700$) and top speed 80km/h (50mph). Of course I don't recommend you to go into the highway with it (personal experience), but for city commuting you're not going to find anything better. Also in my city is allowed to park on the sidewalks, and in the pay-and-display zones for cars for free ;)
