Yes, I did clean out the pilot circuit.  I set the air fuel screws where 
there were previously; as I recall, it was about 1.5 turns out.  Since it 
seemed to be a low speed problem, I also tried turning them out further, 
but it didn’t seem to help.

 The odd thing is that the problem doesn’t seem to be related to throttle 
position; it seems to be related to rpm.  When the engine gets to about 
3000 rpm, it very suddenly goes from being very doggy to making lots of 
power.  At first I thought this might mean an ignition problem, but changed 
my mind because putting the choke on helps it run at low rpm.
