So clearly by the image below, it's an 83. Thanks for that. Good eye on the 
kill switch and shaft drive, also proves it's surely not an 82.

But that means there has been some tampering with the wiring as seen in the 
next image. Positive post is on the right side! Don't mind the old breather 
tube from the old battery is still attached. I may run the new breather 
tube inside the old for a few inches if I can (the old breather tube is 
loose at connecting end). That is the new Yuasa YB12A-A battery you are 
looking at. I just filled it with acid yesterday, so no on the dry battery, 
at least not till my next one. But it worked great for starting this 
afternoon. I threw on the choke and she fired up right away! I honestly 
think that the battery was the majority of the starting issue.

As for the choke adjustment, it looks like it is already adjusted all the 
way to the bottom of that silver end on the cable. The screw is also really 
stripped, but I'm sure I can get it with the right size phillips. I will 
try in 17 hours after I sleep and work. Let's see how she starts in the 
morning! Note to *kiwinPA's last message*, I think it is getting full 
suction, you can see in the below pic that there is no air bubble in the 
fuel line clear at the back.

As for the petcock, the leak is small, only dripping on the ground about 
half of the times I park it. I've never even seen a drip fall, just close 
to it when the fuel bunches up at the lowest point.

I will try out the advice given when starting cold. And I will always think 
as if I'm invisible to other drivers!
