Funny! I JUST did this on a new set of carbs and bike I bought. The part was not too bad, but with a little work, you should be able to repair without yanking the carbs. You gotta loosen the set screws (4) along the actualting rod and carefully slide/jiggle/tap out far enough to unhook the offending lifter. Each actuator will bind, so tap and jiggle them to keep the rod sliding. I did mine with the carbs off, so easier, but think should be doable without removing the carbs.
For a 700S, here is a link: http://www.partzilla.com/parts/search/Honda/Motorcycle/1984/CB700SC+A/CARBURETOR+%28COMPONENT+PARTS%29/parts.html Part 11, $35. Just find your's. -- You received this message because you are subscribed to the Google Groups "Nighthawk Motorcycle Lovers!" group.
