There is no shim for the starter, or anyway to incorrectly install it onto the 
engine that I'm aware of.  So we can rule that out.

There is a planetary gear housing on the end of that starter if I recall.  So I 
assume during your bench test you saw the final output gear of the starter 
move.  

I'm not aware of the brushes reversing rotation in a DC motor only polarity. 
Reversing positive and negative so let's rule that out for now also.  

If the starter rotates and is moving fast enough the starter clutch should 
engage.  Could try blipping the starter button, I sold a 82 nighthawk that 
would freewheel the starter but catch if you tapped the button a few times, 
didn't sound good, but got it to start.  It had a bad starter clutch.
