With the key off, shoot a little contact cleaner into the starter button
area and work it a few times as a cheap/quick check against a dirty
internal contact. Do the same with your hi/lo switch. If either of these
gives you a headlight, you'll need to open up that switch's side pod and do
a more thorough cleaning to take care of the issue long term.

If neither of these produces any results, you'll need to break out the
multimeter and the wiring diagram (if you don't have one, let me know and I
can get you a scan of it by tomorrow) and start looking for where you lose
voltage. I believe the path for the headlight is key switch, starter
switch, hi/lo, headlight.
