That is correct, it will not disengage.  I think the inward side should go 
in, and the bolts should be tightened down for the springs--4.  
But I put the inward side in(shown in the figure above) and did not fully 
tighten down the spring bolts.  So many details, I could not decide which 
side goes down, and if the cam spring plate was tightened too far down(more 
towards the center of the motorcycle) the cover clutch push rod does not 
even reach it!
I now believe that to be false.  Perhaps I have to turn the spring cover 
around so the mounting can occur on the four threaded holes attaching it to 
the outside clutch cage, tightly, and then still be reached by the little 
rod that pushes the clutch cover inward when you pull it in on the left 
handle bar.

PS I rode it around the block several times, but it did not free up.  I 
shifted without the clutch.
