Welcome to the group. Depending on the decal type, a little bit of water (or soapy water), in a spray bottle can help you place the decal. Basically it lets you slide it around a little bit while it's still wet, and then locks it in place when it dries. If it's a vinyl decal you can also use a hair dryer to soften the material a bit to stretch it here though that may not be necessary on a tank decal.
