I do a lot of decals at work and I use 5 or 6 drops of soap into a spray 
bottle. The water should not change color
Once the decal is applied it needs to sit for about 6 hours before removing the 
backing
This is assuming it is a 3 part decal paper, decal, backing

I've affixed lots of nighthawk decals and very few of them peeled off cleanly. 
In fact the pic that Megan posted with the Honda wings reminded me how I 
usually had to use a knife blade of some sort to do just that.  Graham

In this picture you can see that the backing is peeling off the letters, but 
kind of taking with it the lines from the wings (if that makes sense st all?)

Megan, sounds like your decals are meant to be applied with water and perhaps 
you peeled the paper backing off the wrong side.   The letters should be 
transferred to the paint surface in one piece, the whole decal in fact, then 
you squeegee out the water. I use a small rubber squeegee type square and a 
soft cleanrag or towel. Finally you peel off the paper backing that is on the 
top of the decal. Bubbles can then be squeegeed out or use the rag, Graham

Welcome to the group. Depending on the decal type, a little bit of water (or 
soapy water), in a spray bottle can help you place the decal. Basically it lets 
you slide it around a little bit while it's still wet, and then locks it in 
place when it dries. If it's a vinyl decal you can also use a hair dryer to 
soften the material a bit to stretch it here though that may not be necessary 
on a tank decal.
