Of course I should have caught this in pre-ride inspections -- alas, I was 
focused on obtaining the annual state inspection (I guess there's a reason 
why they do these things), I went there, and the nice fellow said, "I'm 
sorry, there's no way this will pass."

I tried the obvious, and checked the bulb -- it's o.k.

Neither hand lever nor foot lever activate the light.

There are only two fuses on the bike, and the one that feeds the stop light 
also feeds a bunch of other lights, and those all work.

What typically goes wrong to cause no stoplight on these bikes, when the 
bulb and fuse are o.k. ?
