I reckon I'll answer my own question for the benefit of anyone swapping NH 450 carbs from a California model and converting it to a standard non-EPA bike. For my 86 bike I sourced a carb theoretically from an 84 model, cleaned it thoroughly and replaced the rubber bits and such, set it up to specs using the original airbox, and she runs like the 450s I remember from the 80s. All the California mandated nonsense is gone, vacuum stubs blocked off, only the crankcase breather is still used.
PS I did rebuild the original Cali carb but the bike just would not run properly at all without the EPA bits on board. Hence the changeout.
