After a few hours of research and trial and error, I'm still having issues. 

I'm assembling it exactly as I see others are. When in "off" it functions 
correctly. Nothing comes out. When in the "on" or "res" position, everything is 
fine as well. But when I start it up, fuel gushes out of the cracks in between 
the second plate and the larger assembly. I believe the new smaller diaphragm 
is not sealing well with the second plate. So when it opens, to let fuel flow 
from the straw to the strainer reservoir, fuel slips between and out. 

As far as I can tell the small diaphragm is exactly as it should be. I tried 
grinding down the pins on the second plate, so the screws could tighten down 
more, forcing the small diaphragm to form a better seal. But to no avail.
