Its coming back to me... i dont have a CB650SC right now but i know the part looks familiar. Isnt there a spacer on the bolt on the inside of the plastic tail piece or there abouts under the seat? It may have been left off the last time it was removed and fallen into some cranny only to be freed when you started undoing and disassembling things.
