Actually the bike is still at the FOs place, when i have it here ( 
hopefully on Monday...) i will have a look if anything else of that 
emission reducing staff is build in and if there's a date on the VIN plate. 
Actually a german 50hp engine and carb is built in, i have the  original 
75hp engine and that VE 75 carb here as spare parts. The FO told me, the 
original engine with that VE75  ran pretty bad and he found out there is 
low compression on cyl 3. So he built in the 50hp engine and carb. Anyway, 
if they had that " low emission" carb working without the rest of low 
emission staff and maybe with some open vacuum connections, i can imagine 
that the engine didn't run too good...
