Like PDX says, sounds like a carb issue. It could be something simple like a piece of debris stuck in a float needle seat, allowing one of the float bowls to overfill. Before tearing into it, try running the engine with the petcock closed until it runs out of fuel and stalls. The floats and needle valves will drop to full extension. When you open the petcock, the incoming rush of fuel may flush the debris out of the needle and seat. Doesn't cost anything to try it!
