That's one heck of a checklist. But I agree with other poster. Do all new fluid changes. Inspect tank for rust. Fresh gas and good battery and she may just start. Only put a little gas in the tank. To avoid having to drain it if it needs removing to pull carbs. Get a can or 2 of B12 Chemtool and mix a strong dose with the gas. It will help clean your carbs if you can get it running. Let us know if we can help, I've done several of these bikes. My current work is on an 85 650sc. My thinking is. Lets get it running right and if that happens then go deeper into it. Why waste the time if she won't run.
