Welcome to the exciting, yet sometimes challenging world of owning 36-38 year old classic motorcycle! First of all - yes, these Nighthawk engines are cold-blooded, even in warm weather... just put that choke all the way up, crank it a couple of times, and it will fire up... and trust me, you DON'T want a kickstarter, LOL...
The petcock filter does just fine - I really don't think your need a filter between the tank and the carbs, as you might find the carbs won't get gas fast enough to keep the bowls filled, and under hard acceleration, going up a long grade for example, the carbs will starve out, and you'll lose power/have to slow down until the bowls refill... been there, done that, don't care to have that condition again... as it could be potentially life-threatening... Take Jim's advice, and try to clean your filter as recommended... good luck, and, if you're on Facebook, look for, and join all the Honda Nighthawk groups (there's three good ones for sure...)... we're all there, and we're all there to help one another...Aloha from Hawaii!
