Problem with UI is that unlike say games, it's kinda boring, and there're not much people who would do it for free.
Good UI library require at least 2 people (coder and designer, or rare individual who combine two skills) to sat on ass and star into PC screen for a year or two. Given that there's no payment - it's unlikely.
