"Moderated" is just any user which isn't manually accepted yet. Moderators see 
topics and messages from "moderated" users, but normal users don't. When we 
mark them as "spammer" then they disappear for us moderators as well. Since we 
for the most part don't delete spam it should be possible to extract all 
messages marked as spam and create some kind of word filter or other low-tech 
solution to automatically mark people as spammers.
