I can't speak for the initial decision since that was taken by someone else a 
long time ago. But I'm not opposed to switching it to an SVG and improving 
accessibility. Make a PR for it and if there was a good reason for it to be a 
PNG people can comment on it there. Otherwise we can merge it in and update.
