I tend to think that the exchange of data -- send and receive -- with another application is broken.
Well, "get selected text of document 1" works fine. So perhaps receiving data is the broken part...??
To be exact, what is broken in Services is send AND receive. For example, Cocoa Fortune => Insert Quote works fine and insert text into NW Express. And Script Editor => Make New AppleScript works either. So one-way data transfer has no problem. But WordService's Convert => Smart Quotes makes NW Express to quit *expectedly*.
But perhaps this would have nothing to do with 'Edit:Paste' problem. As you should have already noticed, Paste and Edit:Paste:Paste work fine whereas Paste:Paste fails not only in an AS script but also in a Menu command macro. Console says "No menu item for Path: Paste:Paste". So the treatment of menu command item is not so flexible as that in NW Classic. The problem is that, NW Express fails to treat Edit:Paste properly even as invalid command.

P.S. I sent a brief bug report as feedback.
