Keyboard selection problems

I frequently change between certain keyboard layouts, using the keyboard menu (OS 10.3.2, Nisus Writer Express 1.1.2), but I find that after a while the selection has jumped back to a previous selection. For example, I mostly use (or try to use) the keyboard called "Irish extended," but after a while it has changed to "Irish" (not the same). I also sometimes use the "hex input" keyboard, but again it changes back after a while.

I've tested this (not very thoroughly) with other applications and it seems to happen there also, so perhaps this is not just a Nisus problem.

Any suggestions or ideas welcome.
