Thanks for that - I actually found this yesterday and installed it, but R 
package nloptr failed to build against it (some issue with building a shared 
library).

I'm thinking that maybe there is a difference between the Fedora NLopt source 
and the canonical NLopt library source even though they're both at version 
2.4.2? In any case I think I need to try the one from ab-initio.mit.edu again 
so I know for sure where the problem is - speaking of which, the download is 
working now..

If this was fixed by Steven (or others), thank you!

... but maybe since NLopt is now on GitHub anyways, Steven could also
publish releases to the GitHub CDN (releases function) in order to provide
a backup source and reduce the load on the server at MIT.
