Thanks for that - I actually found this yesterday and installed it, but R package nloptr failed to build against it (some issue with building a shared library). I'm thinking that maybe there is a difference between the Fedora NLopt source and the canonical NLopt library source even though they're both at version 2.4.2? In any case I think I need to try the one from ab-initio.mit.edu again so I know for sure where the problem is - speaking of which, the download is working now..
