We use 1and1.com <http://1and1.com> here at the library. I know they will send invoices because setting up a PO can be a part of the initial setup of the account. They do a lot of business site hosting, and they are reasonable. Plus, they offer either Linux or Whinedoze hosting. Hope this helps!
