Well, as long as we're (mostly) all ignoring the main requirement,
I'll toss in my favorite. :)

Nearlyfreespeech.net is awesome for technically advanced users. Not
much of a cpanel to deal with.  Most everything is ssh/ftp.  They
don't invoice, but you can configure email alerts when your prepaid
bandwidth and storage allotment has been nearly used up.
Bandwidth = $1/GB (and goes down as you use it)
Storage = $0.01/MB monthly
