If you're looking to run your own service, CrushFTP is pretty cool. It's commercial but a perpetual 10 concurrent user license is $30. It does FTP/FTPS/SFTP/HTTP/HTTPS/WEBDAV. With WebDAV support you can mount the CrushFTP server in Windows, OS X and Linux as a network drive, plus the HTTP/HTTPS interface makes it dead simple to give novice users access. You can even upload files and the CrushFTP admin interface will allow you to generate one-time use throwaway download links that expire after a set period of time. The author of Crush also answers email support questions within a few hours and is a really nice guy.
