Well, not really "your Bad", you are correct though.  Negotiating
speeds and transferring small bits of data at 1200 baud is much more
efficient and less error prone. but seeing as the hardware for 2400 is
way cheap, I guess they settled on that speed.  300 baud would be
sufficient for ATM transmissions but 1200-2400 is slightly faster.
I've seen ATM's hooked up to a VPN that are slower than the 1200/2400
baud connection including dial/handshake time as well.
