There is a reason why even 'shop and rob's' use 1200 baud modems for communication for credit card approvals (those that are not 'on line' yet anyway). The 1200 baud modem requires no handshaking between the modems for negotiation. Adding 3 seconds on a telcom transaction like this for negotiation is longer than it takes to transmit data both ways at the slower speed.
Yes, 2400 baud was the first to need some minimal handshaking to determine speed. For banks, the concept for these things is 'transaction length' or number of transactions per line per unit of time. Fewer lines reduces overhead. I only know this because I had to support some of this stuff in my dim past. IHS ...
