At a guess it comes down to a couple things.
UoP is for profit. That usually means more service before the sale. For the
proprietary schools the recruiters are sales people witt the same sell or
get fired stress that people in sales have everywhere so you might as well
be buying a car from a standpoint of being hounded.
It also does not help that every community college in the state is dealing
with huge enrollment spikes so their admissions people are dealing with
higher that normal inquiry volume while most schools have frozen all but the
most critical hiring due to the budget issues. That's just a guess.
If I had to bet I would say number one is the more important reason.
