I guess the problem would be if the state were paying anything to Microsoft (or even incurring significant incidental expenses) to make these "free" courses available. I went to the main "Microsoft Elevate America" site linked from the TN site and it says the courses are provided at "no cost to the recipients"--which I consider to be inconclusive, because the state could be paying Microsoft on behalf of the recipients. However, if the state isn't paying or contributing _something_ then why have the state involved at all? Couldn't Microsoft dole out the vouchers themselves?
