I started today trying to build chrome OS from scratch, but just the
build process seems to require a 64bit processor.

Last weekend I just tried to install Ubuntu 12.04LTS, but it can't be
installed due to a required option
in CPUs.  (my laptop i855PM, a Inter Pentium M processor is missing
the required option)

Jack,

I have an extra Lenovo ThinkPad T61 I could sell you at a budget price. [It has | They have] Windows Vista COAs on them and I don't have nor do I want Vista; all of which make these great machines for more recent OSs. While they may only have one or two GB of memory, they may have four. No that isn't 8 cores and 32 GB of memory but remember the budget part. They do have 64 bit processors. I can even include a docking station.
