With our (intentionally) short TTL, our network can go bad really quickly. We've never had a situation where the whole thing went down and would not come up for a significant time.
If the same MAC address appears twice in the dhcpd.conf file, it will fail silently and cruelly. Check for that. It's usually some kind of violation, *for which you will receive no notification* that kills DHCPD.
