This is technically correct.
There are few things to consider:
What order do the drives read in BIOS.
What are the jumpers set to on the drives themselves
How are you physically plugging in these IDE (I refuse to call them
PATA...retro renames are stupid) into master and slave IDE buses
some combination of the above will yield you what you are looking for.
Generally, plugging them in to the correct bus and setting this
correctly in bios aught to be enough.

Seems I [ am | was ] dealing with a power supply problem more than a
BIOS problem. Now that I have installed a newer, more powerful, power
supply, the motherboard seems to see everything attached to it and
allows me to choose what to boot.
